There are different methods of payments that are accepted, depending on what service you are looking to apply for.
Applying at a passport location
Make checks and money orders payable to US Department Of State. They will not accept credit or debit cards. There is an execution fee of $25 that will need to be paid separately. Money orders are accepted at all passport locations, make sure to ask what to make it payable to. Some locations will take personal checks along with credit cards for the execution fee. You can call a passport office near you and verify what type of payment they accept.
Applying by mail
To pay your passport renewal fee and any additional service charges, make all checks and money orders payable to US Department of State.
Applying at a passport agency
You can pay all fees at their location with a credit or debit card. They accept Visa, Mastercard, American Express and Discover Card. Debit cards must have the Visa or Mastercard logo. All checks and money orders need to be payable to US Department of State. They will accept cash and pre-paid credit and gift cards, as long as it is displaying the Visa or Mastercard logo.

Non Refundable Fees
The passport application fee and the execution fee are non-refundable. They are collected and retained by law even if a passport is not issued.
